I don't think there's any need to print a warning. The "lurk" flag hasn't
actually done anything for a very long time so there's no compatibility risk.
We can just ignore it and remember not to reuse that bit for anything else.

I think it should be OK. I'm fairly sure someone has tested it. We really
want to avoid adding the EXCL flag to more drivers than absolutely necessary -
one of the reasons I was a bit reluctant to add it was that I suspect people
may start wanting to add it in places where it's not needed.
