It is missing, because you have never compiled the kernel on your system before.
But no problem: You do not have to perform the whole compilation procedure -
it is enough (I think), if you do just a
make xconfig
under /usr/src/linux/
change nothing and save and exit.
Maybe you have to install the kernel sources at first, because redhat's
default installation always leaves out the sources...; it's an rpm, not an src.rpm, by the way.
