Yes and no, a parallel port has the ability to read _bytes_ back from
something like a printer or a camera, however, a unidirectional port does
have the ability to read a couple bits at a time, for things like out of
paper errors, or a paper jam in an old printer.
Thus allowing a QuickCam to work on a unidirectional port.... but....
very.... slowly...
