That's a draft of IEEE 1284.4, which is a different thing.

IEEE 1284 is the transfer modes and protocol for switching between them.
IEEE 1284.3 is for daisy-chaining and multiplexing.
IEEE 1284.4 is for MLC (OfficeJet-style stuff).
