You need ftape-4.x (not included in the kernel), see
http://www.instmath.rwth-aachen.de/~heine/ftape/

Get the latest snapshot from
http://www.instmath.rwth-aachen.de/~heine/ftape/archives/ftape-4.x/unstable/
The last stable version is a few years old and doesn't compile with
linux-2.4
