    You ought to consider a hardware solution. PCs are not good for
    counting pulses no matter what OS you're using. There are plenty of
    ready-made ISA, PCI and PCMCIA i/o cards (do a google search on
    "quadrature encoder") or you can DIY with specialised encoder IC,
    PIC or even with 74xx logic. Have a look at

    and there are plenty of others.
