Vger is working again, and I have put the above file in the usual directory

It's against 2.1.76 but I imagine it will apply OK to 2.1.77 as well. Please
check it out.

This version has a rewritten version of the new scheduling code that should be
more robust, and the appropriate fixes to lp.c so it apparently actually works
again.
